This paper reports and comments on the statement agreed to by the Presidents of the four major handicapped children's associations in New Zealand (Intellectually Handicapped Children's Association, Crippled Children's Association, The Federation for Deaf Children and SPELD). The author drafted the statement as chairman of the New Zealand associations concerned.
