Abstract
County is the foundation of China's economic and social development, and carries the important task of promoting rural revitalization. Developing the county economy is the focus and foothold of promoting high-quality development and the smooth implementation of the rural revitalization strategy. County Cultural, Tourism and Commercial Complex(CCTCC) brigade business complex by undertaking urban elements transfer to relief the center city’s non-core function, is conducive to promote the coordinated development of large and small cities and small towns and rural, to give full play to the urbanization of new rural construction, is conducive to absorbing agricultural transfer of population into the city employment life and promote agricultural transfer of population urbanization, nearby urbanization, its high quality development is the key to the county economic development.
The main research questions in this paper are as follows:
(1) Factors affecting the successful development of the county cultural, tourism and commercial complex(CCTCC). Firstly, The development of CCTCC can relieve urban pressure and cure urban diseases as far as possible. Secondly, CCTCC is the leader of rural revitalization. Therefore, the development status of the CCTCC and how to develop healthily in the future has become an urgent problem to be solved. Therefore, it is very important to identify the influencing factors of the development of CCTCC.
(2) How to construct the development quality evaluation index system of CCTCC and measure its development quality. In recent years, electric sales and live broadcast have become the main position of the new consumer, using live broadcast to face consumers, and the surging flow wave is going into the market; retail channel reconstruction, and the professional market has been completely stirred, which are calm for many years. For example, clothing wholesale market, home furnishing retail market, commodity wholesale market and other major offline traditional professional markets, are facing development bottlenecks, trapped in the competition of declining flow and loss shutdown. With the impact of new media of e-commerce, the change of consumer base and structure also forces traditional businesses to think about a new way to make a living. Characteristic of its immersive business model, CCTCC has become a direction of traditional business breakthrough; its construction integrates urban and rural economy and society, integrates diversified economic forms, and strongly promotes the development of rural industry. However, the current development of the CCTCC is uneven. Therefore, it is necessary to comprehensively consider the social, economic, environmental and other factors, evaluate its development quality, and find out the existing problems, so as to facilitate its healthy development, promote the development of the local regional economy, and enrich the daily life of the local people.
First of all, by collecting and reading a large number of literature, based on previous research, this paper establishes a set of quality development evaluation index system based on the characteristics of CCTCC, which is divided into three levels.
The target layer is the evaluation study of the development quality of CCTCC. There are three factors in the criterion layer, namely economic benefits, environmental benefits and social benefits, while the specific index layer of 15 evaluation indexes are selected. Secondly, according to the actual situation, various evaluation methods are compared and analyzed, and the evaluation model combining Analytic Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation Method is adopted. Then, this paper combines theory with practice, and evaluates the development quality of the CCTCC: "Mengyin County Saishi Garden of the future" in Linyi City, Shandong Province, according to the established evaluation model. The paper determines the weight of each index through the hierarchical analysis method (AHP), and analyzes that the social benefits of the CCTCC have the greatest impact on the evaluation of development quality. According to the results of the first-level fuzzy comprehensive evaluation, the economic benefits of the cultural tourism and commercial complex belong to the "good" level, and its environmental benefits and social benefits belong to the "excellent" level. Through the secondary fuzzy comprehensive evaluation, it is finally concluded that the development quality of the local CCTCC is at a "good" level, so the local CCTCC is worth building. Finally, this paper puts forward relevant suggestions: highlight local characteristic culture, pay attention to ecological protection, digital technology "support", county government play the role of platform.
