These reports were prepared for the New Zealand Council for Educational Research who in turn used the report as part of their submissions to the Royal Commission on Social Policy. The first report (1987) describes the background to the project and the research proposals; the second (1988) details all the results collected in the study. A summary of the findings and recommendations is contained in MO21 'Teenage Aspirations in Otago: Report from the First Year of the Pathways to Employment Project' (1989).
