Abstract
This article is a submission to the United Nations Special Rapporteur on Contemporary forms of racism, racial discrimination, xenophobia and related intolerance from the Association for Progressive Communications. The submission focuses on the Internet as a priority thematic area for the Special Rapporteur on these issues, and considers key issues, dilemmas and challenges in combating the use of the Internet to propagate racist and xenophobic content and incitement to violence. The article concludes that human rights, including the right to be free from racial discrimination need a “wireless network” approach to the practical application of core human rights standards.
